Sue Hinman, center, a Granville County Commissioner, was surprised Dec. 3 with the Outstanding County Elected Official award from the Kerr-Tar Regional Council of Governments at its annual awards ceremony. She was presented the award by fellow Commissioner Zelodis Jay, right, who is also vice chair of the Kerr-Tar Regional Council of Governments Board of Directors.
